Neighborhood Shared Living Forum in Gilo

“I lived in Ramat Eshkol before coming to live her [in Gilo],” said a secular Jew, who participated in the Shared Living Forum that we just finished facilitating in Gilo. “One day, some of the ultra-Orthodox residents were violent toward my family. I knew then it was time to leave.” ”That is not your problem,” responded an ultra-Orthodox man, another participant in the group. “It is our problem. We [the ultra-Orthodox community in Gilo] won’t let that happen here.”

These two people are part of an 80-member Neighborhood Shared Living Forum in Gilo, which sits on the southern tip of Jerusalem. The Forum includes residents from every possible group – religious, secular, ultra-orthodox, immigrants and veteran citizens, and more. Over a period of two months, in four sessions, they formulated a community vision (see the Hebrew document) for shared living community dialogue, as well as developed initiatives to advance that goal. An atmosphere of mutual respect pervaded all the discussions, and everyone was engaged in and committed to the process. In a neighborhood as diverse as Gilo, this was quite a significant achievement.

The first workshop concentrated on introducing the process and discussing examples of positive aspects of a diverse community in Gilo in the past, challenges of having a diverse communities, and their vision for an ideal situation in Gilo.In ensuing workshops the residents focused on principles of community dialogue, including how four principles of community dialogue – dialogue, partnership, fairness and values – can be practically assimilated into community life. Residents also came to agreement on a set of principles for shared living in Gilo, and developed a number of initiatives, from joint study of texts, to work with teenagers, to inter-generational projects to building a community mediation framework. We will be following up with the Gilo Community Council in helping to get these initiatives off the ground.

Urban Park in the Wadi – Engaging Diverse Populations in Planning Processes in Kiryat Hayovel

Today, Kiryat Hayovel is a neighborhood of contrasts. There are poor residents of North African descent, who were settled in the neighborhood in the 1950’s and 60’s in the tent camp (ma’abarah) and hurriedly-constructed asbestos huts. There are the young, academically-educated professional families who have been moving in, in search of affordable housing not far from the city center. There are the well-to-do who live in large, detached houses with magnificent views of the Jerusalem Hills. There are newer, struggling immigrants, who joined the many of the veteran immigrants in large Eastern European-style tenement housing. They are secular, traditional, religious, and ultra-Orthodox.

How can they come together to plan a neighborhood park?

And this wasn’t just any park. The idea was to discuss future planning for what is coined the “Asbestonim Wadi,” after the asbestos buildings that were used to house new immigrants, which that used to line the valley. The valley, which runs between the Kiryat Hayovel and Kiryat Menachem neighborhoods, today includes a large, worn-down play area, a community garden, a community theater initiative, as well as a large area that is undeveloped altogether.

In fact, they can, and they did. As part of our Deliberative Democracy in the neighborhoods program, supported by the UJA-Federation of New York, we facilitated a fascinating process of participatory democracy in the community, in cooperation with the community council staffs of both Kiryat Hayovel and Kiryat Menachem, municipal planning professionals and the Bezalel Academy of Art and Design. The process included some 150 residents, of all ages, from all backgrounds. In a series of 10 meetings, participants received an overview of the history of the valley; they learned different principles of design and planning in outdoor venues; they mapped the area with aerial photographs, and gave suggestions and opinions on how the valley was to be planned and the roles it will play in residents lives. After each lecture there was a discussion on how the principles learned in the lecture can apply to the valley.

“There was a crazy amount of positive energy at these meetings,” noted our Tal Kligman, who led the process for the JICC. “Everyone, from all walks of life, had ideas, and everyone wanted to contribute. When we planned the meetings, we expected to have 20 -30 residents at each of one. Instead 50 – 60 residents showed up each time!”

The participants enthusiasm spread to engage not only adults in the area, but the children as well. Teachers from the Guatemala Elementary School in Kiryat Menachem built a 3-lesson curriculum that asked the children what they wanted to see in the valley, and are also being taken into consideration in the planning.

The study and planning sessions have finished, so what’s the next stage? The Bezalel students built a model based on the principles agreed upon in the meetings, and feedback was received from the residents. The results of this process have now been passed on to the professional planners. We can’t wait to see how this turns out.

“The Resident at the Center” – Empowering City Center Residents through Deliberative Democracy

For more than two years we’ve been using deliberative democracy methods to foster a sense of community and belonging among Jerusalem’s diverse populations, thanks to the generous support of the UJA-Federation of New York. We’ve been working with a number of Jerusalem neighborhoods, from Gilo and Baka’a to Romema, Kiryat Hayovel and Rehavia, as well as in regional (Jerusalem Railway Park) and citywide initiatives (training of community workers).

The latest neighborhood to embark on this process of empowerment is the City Center. As part of a community-building process that began in March of this year, on December 1, 2014, some 200 residents squeezed into the gymnasium at the Experimental High School in downtown Jerusalem for a town meeting based on Open Space Technology. The group was incredibly diverse – Ultra-Orthodox, Secular, Conservative, Reform, Orthodox, immigrants from all around the Jewish world, and even a few asylum seekers from Eritrea! Three elected City Council members, one of them a Deputy Mayor, joined the group and later joined the task teams.  All came to discuss issues in the neighborhood that they were passionate about finding solutions for.  For the first time, residents were excited to finally be able to give voice to their everyday concerns, and meet other people who were potential partners in finding solutions. Examples included noise, sanitation, parking, quiet on Saturdays, improving safety, the elderly, growing plants in the city center, ecology, and more. These 200 people split up into different task teams, and we will continue to mentor them to ensure that the issues are advanced.

According to the residents, this is the first time ever that residents have been led in any community-building process in the downtown Jerusalem. Until now, many felt that they were “transparent” in relation to the business-owners in the city center, and that their needs were secondary to the businesses’. They’d tried to organize themselves around different issues (planning Nevi’im Street, the pedestrian malls, and more), but there was never an organized, long-term process that allowed residents to have their own say in the future of their neighborhood. We see this as just the beginning, and are going to help the groups that were formed to continue to work and impact downtown. We truly believe that this is a new beginning for the residents of the City Center.

We at the Jerusalem Intercultural Center strive to make Jerusalem a place that is suited to its many identity group, and you can read all about our different activities throughout this site. However, this summer, we’ve developed another important dimension to our work, fighting growing xenophobia, and violence and racism in the public sphere. The kidnapping and murder of the three Jewish boys, followed by the kidnapping and murder of a boy from Shuafat, followed by the military action in and around Gaza and missiles throughout Israel, have left nerves in and around Jerusalem very very raw. Fear and despair of the situation, and of the ‘other’, seem to be higher than they have been in a long time.

Such a situation is precisely a call to action for us at the JICC. Over the past few weeks, we have found that our expertise in bringing a number of voices to the table and finding alternative solutions is particularly relevant. We’ve been working with a number of organizations to try and combat these trends.

One example of our work has been producing hundreds 3’X2′ banners that remind us all that we are all living in Jerusalem and it belongs to all of us. Initiated in cooperation with the Shared Living Forum facilitated by the Jerusalem Foundation, the banners are written in ten (10!) languages, Hebrew and Arabic of course on top, but also Yiddish, Russian, English, German, French, Spanish, Amharic and Tigrinya (a language spoken by many African refugees and asylum seekers). The banners are plastered on public notice boards all over the city, and they have received welcome responses from a wide range of people. This activity has even caught the press’ eye – we were in two different newspapers (in Hebrew) in the same weekend! One of these articles was translated into English. Here is the other article:

The articles don’t only talk about the banners that we’re involved in. They also talk about another important aspect to our work, and that is helping other initiatives, especially those working in downtown Jerusalem which has been the site of a number of violent incidents. Two of these initiatives include those who talk with and extremist Jewish group of youngsters who have set up a stand that gives out racist literature. A different group stands near Arab taxi drivers to make sure that violent incidents are prevented. While keeping this energy independent is very important, we give these initiatives organizational help: We helped them meet together and discuss next steps; we helped them develop better dialogue tools; we are also making sure that the activities are safe. In the future, we will help in providing supplies, flyers etc.

 

Working Together to Improve our Environment in Gilo

With assistance from the UJA – Federation of New York, we’ve been working in the Gilo neighborhood for the past five years, helping the Gilo Community Council. Utilizing principles of deliberative democracy, we’ve been helping residents to take initiative and responsibility for their communities. Most of our efforts have until now focused on parking and education issues. Other initiatives have focused on public – private spaces (PPS’s), but on a small scale.

Since January we’ve been helping local activists who reside in the area of Tirosh St., a long street that includes a number of PPS’s, in planning on which issues to deal with, what to do and how to go about doing it. After several meetings, they held a major, community-wide clean-up and renovation event on June 27, 2014, with help from the Jerusalem Municipality. You can see all this documented in a short video.

In all more than 160 took part – 100 children from the neighboring schools, and 60 residents. The residents were in charge from beginning to end – they were in touch with the Municipality, they organized the volunteers, they were in charge of the implementation. The Municipality worked hand in hand with the residents, preparing the area beforehand, and providing tools and work materials. Moving forward, there’ll be continued work on that PPS, most likely in smaller groups to make upkeep easier to maintain.

Kudos to all involved! We can’t wait to see more initiatives coming out of that area.

New in Healthcare Cultural Competency Services – Consultation on Issues Pertaining to Jewish Law

Most doctors in Israel are Jews, but even to them, Ultra-Orthodox (Haredi) patients are an anomaly. There are so many different Jewish laws that the Haredi populations abide by (who are often more stringent than other Jewish groups), and so many different Jewish laws followed differently by so many different groups, it is difficult to know where to begin in addressing cross-cultural issues that arise in health care.

Helping health care professionals adapt their approach to Haredi populations’ needs, which in turn makes their health care more effective, has been an integral part of our efforts in the Cultural Competency in Health Care program. (See herehere and here for previous examples on the blog.) However, until now, our assistance has been per HMO (Clalit), per holiday, per project (calendar, videos, national network). Now we, together with Rabbi Zvi Porat of the ALYN Hospital, will be able to help everyone, across the board.

In May we opened up a consultation service for health care professionals on issues pertaining to Jewish law, in full cooperation with Rabbi Porat, who is himself Ultra-Orthodox and who works with the ALYN Rehabilitative Hospital in this type of capacity. As part of his work there, Rabbi Porat is in continuous contact with Haredi Rabbis of different communities in order to clarify and resolve issues and questions. Professionals who have questions can send them to a dedicated e-mail, and we, in conjunction with Rabbi Porat, will be in touch with them to help to resolve issues. This service is currently free of charge.

Until now, ALYN has been the only health care institution – or any type of institution in the fields of welfare, education, or health – in all of Israel to offer this type of service. We’re proud to be trailblazing yet another aspect of cultural competency, which we hope will further understanding between different communities not only in the health care context, but in other areas of life as well.

Beit Shemesh Round Table Goes Public

A few days ago, we received a notification of the following cry to public action: http://shemeshnet.co.il/articles/1769 (Hebrew article). The link relates to a round table in Beit Shemesh, which we helped to establish and operate a few years ago. Incidents in Beit Shemesh included the harassment of religious girls on their way to school, which quickly broadened to larger outcries throughout Israel against Haredi discrimination against women in the public sphere. After two years of dialogue amongst leaders from the different communities of Beit Shemesh – from the Eidah Haredit, Hasidei Gur, Shas, other Haredi communities, rabbis and central activists from the modern orthodox and secular communities in the city, the round table has finally come to a point where it could come out with a public cry for working toward common goals peacefully.

To the untrained eye, and to those who are not from the city, this declaration might seem a bit wishy-washy. What’s so exciting about a public cry for unity and public participation of all groups? But one first needs to remember that this is a very brave declaration in the face of the current situation: on the one hand, a mayor who refused to include non-Haredi city council members into his coalition, and who has not yet understood that it is his role to try and unify the city. On the other hand, a city council opposition that is so disappointed by the mayor that it began a campaign to divide the city. So, this is the context of the so-called pale declaration for unity and joint efforts. But it is very significant. Despite what made the headlines, everyday life in Beit Shemesh is quite nice, and the negative image that it gets in the headlines have the potential of wiping out any hope that had been there, more than any internal rifts. Our involvement was rather limited, since Beit Shemesh is still not (yet) Jerusalem. But, when the crises arose, it was clear that our experience and knowledge of all sides would be of significant assistance to them. In addition to the article, the group has also opened a Facebook page, and we’re helping to promote that as well.

‘The Railway Park Is in Our Hands’ – Continued

We reported before about the exciting developments that we’re leading, thanks to the support of the UJA-Federation of New York, together with the Community Councils of Greater Baka’a, Gonenim and Ginot Ha’Ir. Now, almost three months later, we held a follow-up meeting, to see what progress has been made on the various projects that were discussed.

This time there were about 20 participants, all those and more who committed to advance different projects on the Railway Park that runs from the First Station near Liberty Bell Park to Teddy Stadium. Participants discussed projects such as:

  • A cooperative Cafe, similar to the Bar-Kayma in Tel Aviv
  • Establishing an Internet site for the Park
  • Live music
  • Communal painting drives

“What was noticeable was the creativity that rose out of a group of very different people, who all love the park,” said our own Na’ama Afek-Barzilay. “There were people there who had not been able to come to the first meeting. There were people there who told that they had moved into the area because of the park. The important take-away from this is that the future of these initiatives in the park really are in the hands of residents. The community professionals will lend their assistance, but their success is based on the residents.”

 

Cultural Competency in Mental Health Care in Jerusalem – First Graduating Class of Interpreters

We’ve written here  and here about the importance of making mental health services – especially in Jerusalem – culturally competent, and the long road that lies ahead. On April 8 we made huge strides in the right direction, presenting graduates of the first class of medical interpreters at the Jerusalem Mental Health Center at Kfar Shaul with their completion certificates.

These 17 graduates – bilingual workers at the main public mental health facility in Kfar Shaul as well as at other facilities throughout the Jerusalem  area – represented the diversity of Jerusalem.  They came from a broad range of professions at the Center – from nurses to other treatment professionals, as well as a diversity of backgrounds, speaking Arabic, Russian and Amharic as mother tongues. “Cultural Competency is a must in every public health facility,” said Dr. Teitelbaum, Acting Director of the Jerusalem Mental Health Center, in his remarks. “Research shows that treatment is better when the facility is culturally competent. Our goal is that this new skill will improve our ability to treat the patients.”

Indeed, language-dependent care, such as therapeutic sessions or psychiatric assessment, can be unsuccessful if it is not held in the patient’s mother tongue. Research shows that it is easier to express your troubles in your native language and that psychiatric problems are more evident (and therefore treatable) when they are expressed in the patient’s native language. Thus, when caregivers are not available in the patient’s native tongue, a medical interpreter is a vital part of the treatment process. The mental health interpreter not only knows both languages fluently, he or she is also trained to translate the smallest nuances, even if at first they seem illogical or confused. It is this attention to the smallest details that enables the caregiver to more completely understand the patient’s condition.

Our Hanan Ohana, who directs the Cultural Competency Desk at the JICC, noted, “This graduation ceremony means more than 15 or so trained caregivers in the course. The Jerusalem Mental Health Center is a leader in mental health services in Israel. Their enthusiasm for the training will serve as an example for other mental health institutions in Israel, which we expect will follow suit. The support of the administration was very important in this process. Without it, implementation of the program and assimilation of cultural competency principles would be much more difficult.”

Over the course of two months the participants learned the concepts of cultural competency in general, as well as the basic guidelines of medical interpreting, especially in the context of mental health treatment. “This is the first time I’ve taught a course for mental health professionals in Jerusalem,” said Dr. Michal Schuster, Senior Consultant and Facilitator for Cultural Competency, and also a lecturer at Bar Ilan University. “I definitely learned much more than I taught.”

The participants also received specialized training in interpreting into their native languages. “I thought I knew the language I was translating from, and what I was translating into,” said Solomon, of Ethiopian origin. “But this course opened my eyes to a lot of subtleties I wasn’t aware of.” Lilian, a native Russian-speaker, echoed, “After the course, we feel much differently about the interpretation we do. The course gave us so much. It showed us how much more there is to learn.” Shoshi, also of Ethiopian origin, noted, “I never knew that there were so many different inferences, even in my mother tongue. Now I’m much more careful, even afraid [that I’ll interpret something incorrectly].”

Dr. Schuster emphasized that it is that awareness, of the gravity of the task of medical interpretation, “that is the key objective of the course. “

Enriching the Toolbox of the Cultural Competency Coordinator: Passover and Easter Information Sheet

We’ve described here our process of producing information sheets for major Jewish, Christian and Muslim holidays for Cultural Competency Coordinators from around the country. Thus far we’ve produced pages for Muslim Ramadan, Eid el-Fitr and Eid el-Adha, Jewish Ethiopian Sigd, Christian Christmas and New Year, Druze Eid el-Hader and Jewish Tisha B’Av and Asara B’Tevet.

The information had two parts: a sheet that explains the main issues that are relevant for Passover in healthcare organizations, and a Word file with suggested texts for posters in Hebrew, Arabic and English about the practice in Israeli healthcare organizations not to being Non-Passover-Kosher food in to the facility during Passover. In the past, we could see posters that either were not helpful for non-Jewish people, or were written in an insulting way, and were usually only in Hebrew. We hope that our text help to solve this.

Immediately after that, we published another sheet about Lent, Easter and Pentecost (and in Israel we need to know the practices of many Christian Sects in this context, Greek Orthodox, Catholic etc.).
